The Jockey Club Affordable Outpatient Services Subsidy Scheme
Since the start of the fifth wave of the COVID-19 pandemic, over 30 General Out-patient Clinics have been converted to designated COVID-19 clinics or suspended services, resulting in a shortage of affordable consultation services. While fighting the pandemic, it is equally important that the non-COVID-19 medical needs of the needy should continue to be provided for.
The Jockey Club Affordable Outpatient Services Subsidy Scheme (“the Scheme”), a collaboration between The Hong Kong Jockey Club Charities Trust (the “Trust”), Hong Kong Young Women’s Christian Association and private clinics, aims to provide affordable outpatient services to eligible non-COVID-19 patients. The Scheme will be conducted from 28 April 2022 to 27 July 2022 for three months.
The Scheme primarily serves patients with episodic medical needs. Eligible persons can receive medical consultation with basic medication for three days for at a fee of HK$50. The Trust will provide a subsidy of HK$250 for each patient, with the remaining costs to be covered by the clinics. If it is medically necessary to prescribe medication outside the subsidy scope (e.g. medication for more than three days or special drugs), the doctor will discuss with the patient and seek his prior agreement.
Hong Kong Young Women’s Christian Association (“the Association”) will be the coordinator for service provision with approximately 7,500 quota for North District (Sheung Shui, Fanling, Sha Tau Kok, Ta Kwu Ling). Participating private clinics are now accepting appointments from eligible residents of North District.

Non-COVID-19 patients fulfill any one of the following criteria will be eligible for participating in the Scheme. Eligible patient can make appointment directly with the participating clinic, and state your eligibility. Please note that there will be limited quota at each clinic in first come first serve basis.
(1) Elderly aged 65 or above
Eligible persons should call the participating clinic directly to make the appointment and indicate the eligibility category for the Scheme

(2) Children aged 12 or below
Identification document (e.g. Certificate of Birth)
(3) Persons aged 13 to 64, with proof of appointments at General Out-patient Clinic of Hospital Authority in the past 12 months

(4) With financial difficulties as referred by the Association

After the confirmation of the eligibility by the Association and obtain the referral letter, call the participating clinic to make the appointment

(5) Persons referred by social service organizations
Persons in need may check with the Association on the referral eligibility. To benefit more patients in need, patients who have joined Hospital Authority General Out-patient Clinic’s Public-Private Partnership Scheme are not eligible for participating in this Scheme.
